Cheap, debt-free cash generator — but a 4-year revenue slide and near-zero operating margin keep it a hold, not a buy.

Revenue $191M · FY2025

The read

Middling fundamentals and a rich price (~95% above fair value) leave little margin of safety — a wait-and-see.

Mastech is a small IT-staffing and data-analytics services firm caught in a multi-year contraction. Revenue has fallen every year from the FY2022 peak — $242M → $201M → $199M → $191M — and FY2025 was down 3.8% with net income collapsing 82% to just $609K. Operating income was effectively zero ($1K, a 0.0% operating margin) and ROE is 0.7%, so the headline P/E of 157x is a trough-earnings artifact, not a real multiple. The business model itself is fragile: the 10-K states contracts are 'terminable without penalty' to clients, results lean on ~1,500 visa-sensitive consultants, and there is heavy exposure to US/India immigration and geopolitical risk. This is a price-taker in a soft IT-spend cycle, and the filing shows no evidence of an inflection yet.

What keeps this off the 'avoid' pile is a genuinely strong balance sheet and cash generation. There is no long-term debt, liabilities/equity is just 0.25x, and $36.5M of cash (up 32%) equals roughly $3.07/share against a $7.87 price. Operating cash flow was $11.1M (up 55%) on minimal capex of $376K. At a 0.5x P/S, ~1x book value ($89.3M equity ÷ 11.9M shares ≈ $7.50/share), and an EV well below market cap, the downside is cushioned by hard assets.
